In Pennsylvania, a regulated state, the title insurance agent is required to give the discount even if you don&#039;t ask for it.  The a PA title insurance agent reviews title, they will look for transaction dates of record and decide whether the property is eligible.  Reissue rate is 10% off the basic title premium in PA.  Refinance transactions may be eligible for lower discounts as are some first time homebuyer programs.</description>
